Town Council Minutes

Fayetteville Town Council met in Regular Session on May 4, 2017, at 6:00 p.m., at Town Hall.

Present were Mayor Dennis Hanson, Recorder Zenda Vance, Council Members Sharon Cruikshank, Stanley Boyd, Lori Tabit, and Frank Hindson.† Also present were Town Superintendent Bill Lanham, Chief of Police David Kinzer, Town Attorney Carl Harris, and Treasurer Kathy Williams.† Okey Skidmore was not present.

Mayor Hanson opened the meeting with the Pledge of Allegiance.

Mayor Hanson asked for a motion to approve the minutes if no corrections or comments.† Stanley Boyd made a motion to approve and Lori Tabit seconded the motion.† Frank Hindson, Zenda Vance, Sharon Cruikshank approved the motion.†

Mayor Hanson asked if everyone had reviewed the Financial Report.† Sharon Cruikshank made a motion to approve and Stanley Boyd seconded the motion.† Frank Hindson, Zenda Vance, and Lori Tabit approved the motion.† Motion carries 5-0.

Mayor Hanson said he would like to acknowledge two of the Town Employees, Michael and Gerald for a job well done during the Earth Day Recycle Event.† The Town received an email about how polite, nice and helpful they were.

Town Superintendent Bill Lanham received the CLA Champion Recognition award for outstanding support of advocacy for the WVU Extension Service Community Leadership Academy.

OLD BUSINESS:†

Mayor Hanson asked for a motion to approve Budget Revision #9 for Fund #1.† Zenda Vance made a motion to approve and Lori Tabit seconded the motion.† Sharon Cruikshank, Stanley Boyd, and Frank Hindson approved the motion.† Motion carries 5-0.

Discuss Daniels Street sidewalk issues.† Mayor Hanson said the people have been notified they have to pay for the sidewalks in front of their property.† The Town is liable so they have to be repaired.† The Ordinance says it must be fixed.† Mayor Hanson said the people didnít want to pay to have them fixed.† Zenda Vance said its not that they donít want to pay to have the sidewalks fixed, they donít want to put out the money and have vehicles destroy them.† Stanley Boyd made a motion to table until next Council meeting and Zenda Vance seconded the motion.† Lori Tabit, Frank Hindson, and Sharon Cruikshank approved the motion.†

Motion carries 5-0.

Discussion to consider bids for Cleaning Services for Town Hall, Police Department, and Huse Memorial Park.† The Town received one bid from Hospitality Cleaning Solutions.† The amount is $200.00 weekly.† Frank Hindson made a motion to table and Sharon Cruikshank seconded the motion.† Zenda Vance, Lori Tabit, and Stanley Boyd approved the motion.† Motion carries 5-0.

Discussion to consider amending the sick and vacation time for all Town of Fayetteville employees.† Zenda Vance said an employee should not accrue sick when they are on sick leave for an extended period of time.† Mayor Hanson will appoint a Committee to and it will be discussed at June council meeting.† Frank Hindson made a motion to table and Sharon Cruikshank seconded the motion.† Zenda Vance, Lori Tabit, and Stanley Boyd approved the motion.† Motion carries 5-0.

NEW BUSINESS:

Discussion to consider a possible partnership with the Fayetteville CVB, Fayetteville Merchants Group and the New River Transit Authority for a Friday and Saturday shuttle service.† There will be scheduled routes and will be 1 hour or less.† Bill Wells said they would like to have service from April through October.† The bus would run from Hotels to businesses in surrounding areas.† Zenda Vance made a motion to approve and Lori Tabit seconded the motion.† Sharon Cruikshank, Stanley Boyd, and Frank Hindson approved the motion.† Motion carrie0 5-0.

REPORT FROM BOARDS:

TOWN PARK BOARD:† NO REPORT

CVB REPORT:† New Director is doing a good job and has a couple of new events coming soon.

BEAUTIFICATION COMMISSION:† Flower baskets are ready to hang.

HUSE PARK COMMISSION:† An angel park is being put behind the Mausoleum. Bricks will be sold.† Suggestions were made to install a camera for security.

PLANNING COMMISSION BOARD:† Landmark Commission will be having a meeting May 25, 2017 to work on zoning issues.

SCHOOL BUILDING COMMITTEE:† NO REPORT

WATER QUALITY BOARD:† NO MEETING

POLICE DEPARTMENT REPORT:† Chief Kinzer said they were in final stages of putting together the new Policies and Procedures handbook for the Department.† Congratulations to Chad Davis on his Promotion to Captain, Doug Dancy to Corporal and JD Nottingham to Patrolman First Class.

FIRE DEPARTMENT REPORT:† NO REPORT

TOWN SUPERINTENDENT'S REPORT:† Earth day event was very successful.† 4 way stop sign has been installed on Fayette Avenue.† Bill would like to do events that would keep people in Fayetteville.

Mayor Hanson asked for a motion to go into Executive Session.† Sharon Cruikshank made a motion and Stanley Boyd seconded the motion.† Council went into Executive Session at 7:30 p.m. and reconvened at 7:50 p.m. with no decisions rendered.

Mayor Hanson adjourned the meeting at 7:53 p.m.
