Minutes from Town Council

Fayetteville Town Council met in Regular Session on January 5, 2017 at 6:00 p.m. at Town Hall. 

Present were Mayor Dennis Hanson, Recorder Zenda Vance, Council Members Okey Skidmore, Sharon Cruikshank, Lori Tabit, Stanley Boyd and Frank Hindson. Also present were Town Superintendent Bill Lanham, Town Attorney Carl Harris, Fire Chief John Vernon, Chief of Police David Kinzer, and Treasurer Kathy Williams.

Mayor Hanson called the meeting to order and opened the meeting with the Pledge of Allegiance.

Bill Wooten with the Department of Defense attended the meeting to present an award to Chief of Police David Kinzer for the Guard and Reserve Employee Support. Plt Amanda Keenan nominated the Chief because he is always willing to work around her schedule so she can still be a member of the National Guard.

Mayor Hanson asked for a motion to approve the minutes dated December 1, 2016, if no questions or corrections to be made. Sharon Cruikshank made a motion to  approve and Lori Tabit seconded the motion.  Okey Skidmore, Stanley Boyd, Frank Hindson, and Zenda Vance approved the motion.  Motion carries 6-0.

Mayor Hanson asked for a motion to approve the Financial Report if no corrections or comments.  Stanley Boyd made a motion to approve and Okey Skidmore seconded the motion.  Frank Hindson, Stanley Boyd, Zenda Vance, and Lori Tabit approved the motion.  Motion carries 6-0.

Mayor Hanson did a Proclamation to recognize January 22-28, 2017 as Fayetteville School Choice Week.

VISITOR’S AGENDA:

Dale and Tracy Lester asked Council to help them with problems they are having with the Building Inspections on a home they are building on Maple Avenue.  Town Attorney Carl Harris told them he would be sending them a letter in a few days.

OLD BUSINSESS:

Discussion to consider request by Carl Moore to take ownership of Dempsey Street and additional property for street paving.  Town Attorney said there wasn't anything on record of the property.  Okey Skidmore made a motion to table until the property could be researched and Lori Tabit seconded the motion.  Frank Hindson, Zenda Vance, Stanley Boyd, and Sharon Cruikshank approved the motion.  Motion carries 6-0.

Discussion to consider taking ownership of Roosevelt Street by Crystal Belson for paving.  The Sub-Division was done by Washington Heights and there is no ownership of the Streets.  Sharon Cruikshank made a motion to take ownership of Roosevelt Street and Okey Skidmore seconded the motion.  Stanley Boyd, Zenda Vance, Lori Tabit, and Frank Hindson approved the motion.  Motion carries 6-0.

Discussion to consider taking ownership of Cashwell Street by Mr. Riffle for paving.   Okey Skidmore made a motion to approve and Lori Tabit seconded the motion.  Sharon Cruikshank, Stanley Boyd, Zenda Vance, and Frank Hindson approved the motion.  Motion carries 6-0.

NEW BUSINESS:

Mayor Hanson asked for a motion to approve First reading of Ordinance 2017-1; Concerning on street parking.  Parking on Grace Street would park on SW side.  Stanley Boyd made a motion to approve and Lori Tabit seconded the motion.  Sharon Cruikshank, Zenda Vance, Okey Skidmore, and Frank Hindson approved the motion.  Motion carries 6-0.

Mayor Hanson asked for a motion to approve First reading of Ordinance 2017-2; Zoning Changes: Parking.  Zenda Vance made a motion to approve and Lori Tabit seconded the motion.  Okey Skidmore, Sharon Cruikshank, Stanley Boyd, and Frank Hindson approved the motion.  Motion carries 6-0.  A Public Hearing is scheduled for January 24, 2017, at Town Hall.

REPPORT FROM BOARDS:

TOWN PARK BOARD:  NO MEETING.  New camera's have been installed at the Park.

CVB:  A 6 month lease has been signed on the building.  Sally will be retiring February 28, 2017.  CVB will go over Annual Report at February meeting.

BEAUTIFICATION COMMISSION:  NO MEETING

HUSE PARK COMMISSION:  NO REPORT

PLANNING COMMISSION BOARD:  NO REPORT

SCHOOL BUILDING COMMITTEE:  NO REPORT

WATER QUALITY BOARD:  NO REPORT

POLICE DEPARTMENT REPORT:  On December 13, 2016 the Police Department investigated a burglary of an unoccupied residence known at the Altamont Motel.  Chief Kinzer, Corp Davis, Plt JD Nottingham, Plt Keenan, Plt Maynor, Plt Dempsey, and Plt Neal participated in Shop with a Cop on December 18, 2016 along with other Police Officers from surrounding areas. The Department will be increasing foot patrol in Town.

FIRE DEPARTMENT REPORT:  The Department has postponed the concrete pad.  Will be working our front when the weather breaks. 

TOWN SUPERINTENDENT REPORT:  Letters have been sent out to owners of Vacant Properties and is waiting for replies.  

Mayor Hanson asked for a motion to go into Executive Session.  Zenda Vance made a motion.  Council went into Executive Session at 6:39 p.m. and returned at 7:20 p.m. with no decisions rendered.

Mayor Hanson asked for a motion to adjourn the meeting.  Zenda Vance made a motion.  Meeting adjourned at 7:25 p.m.
